A lapped car is a car overtaken by the race leader. It is one full lap behind. Lapped cars remain on track unless retired. They must allow leaders to pass safely. For example, during a safety car period they may unlap themselves. This restores proper race order. Being lapped reflects pace difference. However, drivers continue racing for position. Clear communication ensures safe overtaking.
